The people of Bel Air, a small fishing town near Dakar, are trying to reorganize themselves in order to survive. With the help of banks, they create Economic Interest Groups which merge African traditions and modern market laws. This microcosm is a symbol of contemporary Africa’s attempts to bring together the two economic models.
